The Shanghai Office is Quinn Emanuel’s newest office in Asia, established and led by Sam Williamson, a Harvard-educated former chair of another leading U.S. firm’s white collar practice in Asia and the only Chinese-speaking former federal prosecutor at an international firm in mainland China.
The office provides representation in the areas of white collar defense and general business litigation, offering a range of services to foreign and local clients:
Enforcement and regulatory advice to assist clients in dealing with concerns about government inquiries or enforcement actions.
Representing Chinese and international companies in international arbitrations seated in Asia and Europe.
Representing multi-national and Chinese entities in civil litigation in the U.S. and elsewhere.
Providing advice to multi-national entities, generally in conjunction with local counsel, regarding Chinese litigation and enforcement risk.
Aside from Sam, the remainder of the attorney team is comprised of associates and foreign legal consultants with top-level academic credentials (Harvard, Yale, University of Chicago, New York University, University of Pennsylvania, and Peking University) and superior local language skills: all team members speak both Mandarin Chinese and English, supported by acute local cultural sensitivity acquired from being native Chinese, educated here for extended periods, or retaining strong family ties to mainland China or Taiwan. The team also works very closely with attorneys from other Quinn Emanuel offices around the globe.
What the office aims to provide to clients is the highest-quality U.S. and Asian legal talent on the ground in Asia and eliminate the need to choose between a local expert and the quality expected in the U.S.
We see our role as being to help U.S.-based internal legal teams sleep at night, knowing that they have a resource in Asia that is operating at the same level as their most trusted U.S.-based outside counsel. This team was formed because clients told us that they were tired of having to hire a local “China (or Asia) expert” who was not an expert in the litigation or enforcement issues they were facing or flying someone in from elsewhere who was not a China/Asia expert. We provide both local expertise and the highest quality legal services to clients facing issues in China in particular, and in Asia more broadly.
In providing our services, we recognize that all cases are different. Each has its own wrinkles, personality, occasional hidden agenda, and often politics. We approach each matter as a unique situation.
We also provide representation in matters all over China, wherever a client’s problems arise. Our Beijing-based cases have been nearly as frequent as our representations in Shanghai. The team has also handled cases in many other Chinese cities including Guangzhou, Shenzhen, Chengdu, Chongqing, Kunming, Hangzhou, Nanjing, Ningbo, Changzhou, Shenyang, Changchun, and Dalian. In addition to Mainland China, we have provided advice in cases in nearly every country or region in Asia, including: India, Japan, Korea, Singapore, Malaysia, Thailand, Indonesia, Vietnam, Australia, Hong Kong and Macau. Moreover, we have assisted clients in a broad variety of industries, including: finance, automotive, engineering/construction, healthcare/pharmaceutical/medical device, IT consulting, hospitality, chemicals, food products, accounting services, information technology, and many others.
Our clients have found these capabilities to be very useful in managing legal risk from the U.S. and Chinese governments, as well as in dealing with contentious matters that take place outside of China/Asia but involve facts and circumstances related to China or the Asian region.
